they have another two parter episode later on about how his “charitable” foundation uses “partnerships” with media organizations to launder its own reputation even as it spends to influence government policy across the entirety of Africa
i would say that it is terrorism though it’s just terrorism that is done for the purpose of furthering imperialism
terrorism has a really vague definition tho it’s like “when you inspire terror for political purposes” but notably it’s not when the state does that via the police apparently
