Google AI is uniquely useless in searching for this, “court arabs Russia” brings up nonsense about Russia discriminating against muslims, similar nonsense for ussr, and ““court arab” USSR” has it go “google AI can’t do this”
I pretty much got my question answered with the wiki page on the Arabian hall though, basically just four gaudily dressed bodyguards who pretty much were the official door openers preceding the tsar

it seems to be spelled arap, there still isnt much english info but african servants were a common thing in all the european monarchies
