I think US citizens can travel to Venezuela, but probably get detained when they come back. In May 2025, the US state department issued a travel advisory for Venezuela which says that US citizens should create a will before going to Venezuela. Basically the US government policy is that if US citizens travel to Venezuela, they should expect to die.
The Tier 4 (do not travel) travel advisory for Venezuela was originally issued in January 2019. This version didn’t have the line about preparing a will.
