I actually went there with my parents for a brief vacation back in like -98. Late 90s Tallinn remains the most depressing place I have ever seen. To be fair, I’m sure they are doing better now than back then, but I also don’t think the place I saw could be fixed in a mere 27 years even with good and competent governance. And - very much not to my surprise - no good and competent governance arose from that hellhole.
Old towns can be found all over Europe yes, and they’re pretty cool. But this was like that old saying: we couldn’t see the Old Town for all the pimps and battered prostitutes.

I saw a video once of Tallinn old town and it looked cool, but I feel like most Euro cities have a cool looking “old town”.
