i think they would only do this if they could bribe some of their generals to stand down, they would need any war to finish very very quickly and with minimal damage to either country for that to be worth it, because a longer war would give time to the US to regroup and reinforce occupied Korea and extensive damage would strain the DPRK’s economy in a very bad way + could give rise to a particularly bad insurgency if enough people living in occupied Korea die
