After the treacherousness calculation, you must take into account whether the route will be profitable (if you’re taking passengers and charging them), or whether enough resources can be exploited from the mine it connects with the harbor to make it profitable (no passengers allowed).
Pretty sure a libertarian ‘train system’ would just be a scam designed to get as much money as possible before whatever ‘company’ the money was going towards is shuttered by ownership
