Governments have persistently censored and surveilled the internet ever-more on the basis of “but the children :(” without ever doing a single actually good thing for the children like decreasing class sizes or letting parents spend more time with their children. VPN use in China is effectively banned. Big corporations serve shittier Facebook that 99% of the population is satisfied with.
Having spent the last year living in China I can tell you that about 50% of the people I asked have them. I even ended up using one recommended by a local because it worked better than the western one I had been using.
