It’s in the background radiation of western political discourse for probably several centuries (especially the last one), but it has definitely gotten worse over the last few years. It’s obviously just an extension of the European fear of “barbarians” (AKA the disgusting racism and xenophobia which justifies their constant genocides), which has been there for as long as Europe.
