The time i worked at a pepper greenhouse taught me 3 things:
-the thing you said
-if there’s a pinhole(or somehow a larger hole got past qc) on the bottom of a bell pepper, the inside is almost certainly rotten. 95%+
-the stems only get cut really short if there was stem rot/fungus on a bunch of them. Stem rot is technically fine but make sure to wash the ones with no stem extra well
