Was Dedra actually the most competent ISB inspector, who was unfairly sidelined by the Empire’s self-defeating politics, or was she just as naive and vain as all the rest of them, and her obsession with axis did nothing to strengthen imperial security or stymie the growth of the rebellion?

She was more competent than the others but had a bad habit of pushing things over the edge. It impressed the higher-ups. It got her punished/promoted by being assigned to Ghorana. Ultimately it was her downfall because it made her vulnerable to the machinations of her peers. They worked against her. The people above didn’t want a shooting star coming for their jobs. They had to crush her and blaming their mistakes on her (which was only possible because she messed up) was their opportunity. That’s what she gets for being a striver.
If she had shown some restraint and just black-bagged Lucian walking around the park, then she would have had a better chance at getting her boss’s spot. Axis was a big get and she fumbled it.

was never going to end well for her, even if she had reported the mistake.

seemed like a rushed overreach on her own part, like she’s become both careless and unhinged by this point in her arc. Most competent fascist indeed
Doubly hilarious is how fascists were like this IRL, Imperial Japan especially. All kinds of internal rivalry and carelessness due to that rivalry.
