No, neoliberals won so hard that in 2008 the economy had an integer overflow error on that caused the global financial crisis. The parallel between how Fascism was all the methods of Colonialism returned to the core from the periphery and Neoliberalism was likewise all the methods of Neocolonialism returned to the core from the periphery always seemed very striking to me.
